Provenance - On display at the Aichi Prefectural Ceramic Museum a tea set containing the same demitasse form and pattern decoration, noted as made by Kato Shubei and Kato Senpachi of Seto, Meiji era 19thc. Link to http://www.pref.aichi.jp/touji/004_collection/09/collection/01.html
 
During the Meiji era 19thc, Kato Senpachi decorated porcelain with Kato Shubei, to whom he was related.  He become known for making Seto porcelain tea sets (coffee sets) for the export trade. Around 1850, Senpachi had his own business named Hogyokuen (玉園).

Senpachi sometimes signed his porcelain wares that included his business name Hogyokuen.

Kato Senpachi signature is noted on the website E-Yakimono under Seto Markings. The mark translates as Hogyokuen Senpachi sei (宝玉園仙八製).

Mark #399. Painted in blue upon a Saucer of porcelain of ordinary sometsuke decoration. Ho-gioku-yen Sen-pachi seisu. Made by Hogiokuyen Senpachi, from Japanese Marks and Seals, Bowes, 1884. According to Bowes, Senpachi's business name was Hogiokuyen.

Japanese dictionaries and translators state 宝玉 reads as HOGYOKU.

Also in the Catalogue of a collection of oil paintings and watercolor drawings by American and European artists: and of Oriental art objects, belonging to Thomas E. Waggaman, of Washington, Part 3, Thomas E. Waggaman, 1893, item No. 409, Water Jar, Seto Stoneware, Made by Hogiokuyen at Seto, in the province of Owari.  The jar had an impressed mark, "Dai Nippon Hogiokuyen", and Waggaman dated the jar at 1850.

Senpachi signatures sometimes include the place name Seto (瀬戸). 

Just a note - I have not seen a signature mark that included the artist surname Kato (加藤).
