This shop sold eggshell porcelain - dainty ware with delicate fine hand painting depicting birds and flowers.  The porcelain ware was made during the late Meiji to Taisho era for the export trade. 

The signature marks are written in either red or blue kanji characters (上木堂) and read Ueki Do.  Ueki Do means Ueki Shop, and therefore this is not the name of the artist but for the business shop. 

Ueki Do is noted as a Tokyo Gama (kiln) by Kanagawa Prefecture Museum but I am unable to confirm if they made their own porcelain ware and sold their wares through their shop.

Based on resources, this may be a Kutani kiln-artist, possibly the Chouemon family, but I am unable to confirm the link between Ueki Do and Chouemon.
